EV Readiness Checklist for Municipalities

The EV Readiness Checklist is designed to help local governments prepare for the future electrification of transportation. This comprehensive list broadly considers municipal jurisdiction and influences in the advancement of electric vehicles (EV) and electric vehicle charging infrastructure. Municipalities may use this checklist for planning and to guide actions towards EV Readiness.

In 2018, under a Joyce Foundation Grant, the first draft of the Checklist was developed by the Metropolitan Mayors Caucus along with Green Ways 2Go, as Project Advisor. Starting in Jauuary 2021, sponsored by ComEd, the EV Readiness Program was launched by the same team, including advancement of ideas in the Checklist, supported by 50 subject matter experts comprising an EV Readiness Advisory Council. As of December 2022, the first cohort of municipalities will start the process of using the Checklist and supporting resources to enable their communities to be prepared for the acceleration of EV adoption and the need to safely charge the EVs.

The recommended actions will support municipalities in developing and implementing safe and effective policies and practices for EV charging and support of the overall market. The Checklist focuses on areas of municipal authority and influence. It is expected that each community will review and consider those ideas that best fit their respective communities, budgets and timelines. It is not necessary to complete all of the actions to be EV Ready, but rather the intent is to provide ideas to consider short and longer term.  Actions are not prioritized, and specific solutions, tools and examples are not yet available.
